Urgent Approval of Brazil’s Emissions Trading System: A Path to Competitiveness and Climate Sustainability

The Brazilian Coalition on Climate, Forests, and Agriculture emphasizes the critical need to approve Bill 182/2024, which seeks to establish the Brazilian Emissions Trading System (SBCE). This initiative is a pivotal step for Brazil to strengthen its strategic position within the international climate agenda. The carbon market serves as a crucial tool for advancing sustainability and addressing climate change. The approval of this Bill offers Brazil a unique opportunity to build a well-structured economic transition plan, guided by clear regulations, fostering an attractive investment environment while upholding climate integrity in achieving its targets and actions.

We recognize that technical adjustments are important and believe that these aspects can be further elaborated during the regulatory phase to avoid delays that could hinder the progress of the carbon trading system in Brazil. A robust yet flexible regulatory framework, established as a framework law, is essential for Brazil to maintain a system that can adapt to evolving climate goals and the demands of the carbon market. Such a framework would also create an environment of legal certainty and attractiveness for investors.

The Coalition reiterates its unwavering support for the swift approval of the bill and stands fully prepared to engage in the regulatory process. Our commitment is to ensure that the SBCE realizes its full potential, becoming a catalyst for decarbonization and sustainable development across Brazil.
