Bioeconomy

  • Monitoring the implementation of the National Bioeconomy Development Plan (PNDBio);
  • Monitoring and advocacy on bills before the National Congress related to the agenda;
  • Engagement with partner organizations working on bioeconomy issues, such as the Pan-Amazon Network and the Uma Concertação pela Amazônia initiative, to strengthen advocacy on this agenda.

  • Participation in the launch of PNDBio and publication of the case study “Strengthening Brazil’s National Bioeconomy Policy”;
  • Drafting and advocacy concerning the substitute text for Complementary Bill 150/2022, which establishes the National Bioeconomy Policy;
  • Publication of the report “Sustainable Territories for Sociobioeconomy Innovation,” prepared with the Uma Concertação pela Amazônia initiative and in partnership with Partners for the Amazon (PPA), as an outcome of the recorded workshop series;

Carbon Markets

  • Meeting with the Ministry of Finance’s Extraordinary Secretariat for Carbon Markets and the SBCE Directorate for Strategic Affairs;
  • Publication of the Coalition’s position paper on Article 6 of the Paris Agreement, calling for Brazil to take a leading role in its regulation and in recognizing the value of Nature-based Solutions, while proposing guidelines to strengthen governance and transparency and attract high-impact climate investment;
  • Joining the Ministry of Agriculture and Livestock’s Sustainable Agrocarbon Thematic Chamber, through a working group specifically focused on carbon markets;
  • Submission of contributions to the Presidency’s Council for Sustainable Economic and Social Development regarding the development of a carbon emissions trading system in Brazil.

Forest Code

  • Organization of the Pact for the Forest Code event at the Ministry of Management and Innovation in Public Services auditorium in October 2025, advocating coordinated efforts across sectors to implement the Forest Code;
  • Advocacy through the Pact for the Forest Code, a national multistakeholder initiative aimed at establishing a plan and targets for implementation of the law;
  • Publication of a position paper on Bill 36/2021, which proposes extending the deadline for small farmers to enroll in the Rural Environmental Registry (CAR) and qualify for benefits under the Environmental Regularization Program (PRA);
  • Participation in the launch of the issuance of the first Environmental Reserve Quotas (CRAs);
  • Engagement with the Brazilian Association of State Environmental Entities (Abema) regarding ADPF (Claim of Non-Compliance with a Fundamental Precept) 743 and a proposal for implementing the Forest Code.
Forest Concessions

  • Monitoring developments related to the regulation of Law 14,590/2023 through Decree 12,046/2024. Key issues identified for further discussion include ARR and REDD+, guarantees, and financing.

  • Organization of a high-level meeting with government representatives – Brazilian Development Bank (BNDES) and Brazilian Forest Service (SFB), civil society, and the private sector on the forest concession project for the Bom Futuro National Forest in Rondônia, leading to the preparation of contributions for the public hearing on the national forest;
  • Advocacy concerning Decree 12,046/2024, which regulates Law 14,590/2023 and increases the economic attractiveness of forest concessions;
  • Meeting on forest concessions with high-level representatives from the SFB, Ministry of Environment and Climate Change (MMA), Chico Mendes Institute for Biodiversity Conservation (ICMBio), civil society, and the private sector, addressing the critical situation in concession areas – especially the Bom Futuro National Forest – and underscoring the urgency of measures to ensure security and stability for this model;
  • Preparation of a technical note supporting forest concessions as a strategic instrument for the sustainable management of public forests.

  • Organization of the internal workshop “Indigenous Dialogues,” which addressed how to reconcile the rights of traditional populations with the interests of good-faith landowners in the context of Indigenous Land demarcation, focusing on coexistence in rural areas and legal certainty;
  • Submission to the National Foundation of Indigenous Peoples (Funai) of a study on overlaps between Indigenous Lands and rural properties, to share findings and contribute to a more informed dialogue on related land-governance challenges.
Payment for Environmental Services (PES)

  • Engagement with public authorities to regulate the Payments for Environmental Services Law (Law 14,119/2021);
  • Coordination to develop the PES Observatory (OPSA), including meetings with the leadership of the PES Task Force and partner organizations and selection processes to hire technical support.

  • Participation in the webinar “Intelligence and Transparency for Payments for Environmental Services: the Role of OPSA,” held in June by WRI Brasil, the organization hosting the platform. The event presented the observatory to potential funders, institutional partners, and strategic organizations;
  • Participation in the “Consultative Dialogues on Payments for Environmental Services,” organized by the Bioeconomy Secretariat of the Ministry of the Environment and Climate Change (MMA), and a meeting with ministry representatives on regulation of the PES Law;
  • Co-organization of the first in-person meeting of the OPSA Network at the MMA auditorium. Held in August 2025, the meeting brought together 98 participants from different sectors to discuss challenges, progress, and prospects for the Observatory;
  • Organization of and participation in two OPSA launch events at COP 30.
Restoration

  • Participation of the Restoration Observatory (OR) as co-chair of the Monitoring and Intelligence Technical Chamber of the National Commission for the Recovery of Native Vegetation (Conaveg);

  • Participation in the panel “Toward 12 Million Hectares: Restoration Is a Collective Effort — Civil Society Working to Achieve the Target,” held by the Ministry of the Environment and Climate Change (MMA) during National Environment Week in June 2026;
  • Participation as a panelist in the “Restoration at Scale” workshop, organized by MMA and the National Confederation of Industry (CNI) in Brasília in March 2026;
  • Organization of and participation in a series of COP30 events on productive restoration, the potential of the forest economy, and restoration at scale as a climate solution;
  • Participation and contributions, including from related task forces, in Conaveg’s technical chambers, which provided the technical basis for the revision of Planaveg.
Silviculture of Native Species

  • Engagement with Ibama to adjust the National System for Controlling the Origin of Forest Products (Sinaflor), making it easier to register native species plantations;
  • Support for Chico Mendes Institute for Biodiversity Conservation (ICMBio) in mapping degraded areas within protected areas to identify priorities for restoration, under a technical cooperation agreement signed with the agency;
  • Implementation of a communication strategy to raise awareness of the agenda, linked to technical cooperation agreements signed with SFB and ICMBio and financially supported by the Bezos Earth Fund (BEF).

  • Launch of the Native Species Silviculture Program with BNDES, including a BRL 25 million contribution from the bank to the Research and Development Program on Silviculture of Native Species (PP&D-SEN);
  • Launch of an online course on native species silviculture under a technical cooperation agreement with the Brazilian Forest Service (SFB) and PP&D-SEN;
  • Support for the Floresta+Sustentável Plan through the signing of a Memorandum of Understanding with the Secretariat for Development and Innovation of the Ministry of Agriculture and Livestock (SDI/Mapa);
  • Coalition participation in the Bezos Earth Fund Amazon Grantees meeting in Manaus through the project promoting native species silviculture;
  • Support for the organization of the workshop “Native Species Silviculture and Improvement of Forest Control and Traceability Instruments,” organized by Ibama in Brasília and bringing together multiple sectors to discuss progress in the regulatory framework for native species silviculture;
  • Support for the Alliance for Restoration in the Amazon in launching a position paper on native species silviculture as a tool for restoration, released during COP30;
  • Organization of a COP30 panel on native species silviculture and regulatory policy;
  • Organization of a delegation of government officials to visit Symbiosis Investimentos Sustentáveis in southern Bahia, with the aim of helping to remove regulatory bottlenecks for native species silviculture.
Traceability and Transparency

  • Development of the study “Advancing Socioenvironmental Traceability: An Overview of CAR–GTA Integration in Brazil, Good Practices, and Recommendations”;
  • Preparation of a technical guide to support states in implementing cattle traceability;
  • Implementation of actions to establish a national policy for traceability and transparency in agricultural supply chains, including stakeholder engagement, communication initiatives, continuous dialogue, cross-sector alignment, and participation in technical chambers and councils with civil society representation;
  • Monitoring the development of the Ministry of Agriculture and Livestock’s AgroBrasil+Sustentável Platform to ensure that it includes the information needed to comply with international regulations, such as the EUDR and others.

  • Preparation, jointly with the Indirect Suppliers Working Group for Brazilian Ranching (GTFI), of a technical note on integrating the Animal Transit Guide (GTA) and the Rural Environmental Registry (CAR) as a tool to strengthen agricultural policy;
  • Meeting with financial-sector representatives to explore traceability and transparency in greater depth and better understand banks’ roles in socioenvironmental risk management and credit agendas;
  • Participation in the high-level event “Cattle Traceability: Regional Leadership,” organized by the Global Roundtable for Sustainable Beef (GRSB) and the Bezos Earth Fund. The event brought together government representatives, private-sector actors, financial institutions, civil society organizations, and technical experts from Latin American countries to discuss progress, challenges, and opportunities related to traceability and sustainability in the cattle supply chain;
  • Meeting, in partnership with Proforest, with the Deputy Director of Proforest China to explore concrete opportunities for collaboration between Brazil and China;
  • Institutional meeting with agricultural counselor Wu Changxue of the Chinese Embassy in Brasília to introduce the Coalition and highlight its work on beef and soy traceability, sustainable agriculture, supply chains, green investment, food security, and other issues;
  • Organization of the event “Can Brazil Deliver Traceable Commodities?” in partnership with GTFI and Brazilian Roundtable on Sustainable Livestock (MBPS) at COP30;
  • Launch of the publication “Soy Traceability in Brazil: Proposals for an Integrated National System”.
